basically, the city was full of ghosts. it was built on an old shrine's cemetery. this kid can see them. he looked like a candy cane. he was albino.
since spirits are incomplete beings, they could only be seen by others like them. this kid was denyed the gene to make him have color, so wasn't whole, so he could see a few of them. also, loads of people in a mental hospital could see them, kinda like, the more incomplete a person you were, the more of them you could see. lonely people, too. slightly off people would just see things out of the corners of their eyes, but full out crazies could see all of them physically materialized.
they wandered the city, as if to wait for their cemetery to come back. they went about their lives as it were, some haunting the grounds their monuments used to be. there was one who haunted a street clock.
it was a cool dream, and i felt like drawing from it. i wonder if it'll continue...
This is a really cool concept, and how you embodied it even more so. I like the mini-bat-Totoros hanging from the street sign In fact the picture does have a Miyazakian feel to it. I hope you could draw some more pics, or expand on this concept with a story or the like; it would be interesting to see.

Your style has a certain touch to it and definitely gives the drawing a ghostly look and atmosphere.
Definitely going to my faves.
